There will no be no progress made unless we do some harm to ISI, and that is not likely going to happen.

...particularly since we've known that since September 2001, and yet I think I could count on the fingers of one hand the articles that have so much as mentioned ISI in this regard. It's as though it didn't exist.

And that continued for about another 200 years or so, into the 3rd century, when they finally sorta gave up on the enterprise, because by that time, the Roman army had so many Germans in it, that you probably couldn't tell one from the other except for the shields patterns.
